The challenge for the next MFF is not to invent a new governance model, but to organise European decision-making around the governing capacity that already exists.
Governments keep promising change and then hitting the same walls with the old machinery. Reorienting governance around human wellbeing is both urgent and possible, and the work continues even when the political climate turns.
Economic policy cannot be a replacement for good governance. In this part of human history, it is understanding what is at stake — profoundly human wishes for a dignified and meaningful life — that will have to shape all policy, including economic policy.
Foresight Friday 2025 brought together policymakers and global experts to discuss Finland’s long-term responsibilities to future generations and intergenerational fairness. The question remains open, and it belongs to all of us: what is our promise for future generations?
Economic growth used to be a cause that had effects, and the desired and expected effects were a matter of political and public debate until the 1990s recession. The meanings and expectations towards growth changed over time, and the idea of economic growth evolved within the debates and the very varied perspectives to growth. Our report “Doomed to Grow” calls for acknowledging growth’s historical recent origins and past pluralism in how economic growth has been discussed.
Publications
How can countries strengthen their capacity for long-term governance and ensure that future generations are taken into account in decision-making? In this white paper, we highlight ways to promote anticipatory governance based on the views of key Finnish stakeholders. By translating the Finnish experience into a broader context, we aim to provide universally applicable strategies for advancing long-term governance and promoting intergenerational justice.
The notion of a “polycrisis” has become a defining feature of contemporary governance, and traditional administrative methods are increasingly inadequate. In this publication, Professor Sir Geoff Mulgan’s concept of “Generative Shared Intelligence” offers a model for addressing multidimensional problems in governance, emphasising the need for more flexible and collaborative structures designed for the sole purpose of sharing intelligence.
Experimentalism is a ‘hidden third option’ that overcomes pre-existing dichotomies and can update the governance of R&I funding while steering it towards societal transformation.
Projects
The Climate-Proofing Nordic Security project examines whether the region’s whole-of-society security model is built for the climate reality now taking shape. Funded by the Nordic Climate and Air Programme (NKLP), the project combines climate-security risk mapping with a hands-on simulation exercise for decision-makers across Finland, Sweden, Norway, Denmark, and Iceland.
ESPON TERRBOUND partners with sub-national authorities to co-create approaches that bring planetary boundaries into the practice of territorial governance.
Jharkhand now has roadmaps through 2050 to steer a fair shift from coal, a trained district cohort and a shared method. The work finished in May 2025 and left the state with people who can act.

Governing with cities: Europe’s overlooked governance infrastructure

The Cities Mission functioned as a natural experiment that revealed an overlooked property of European governance: cities do not merely implement policy more effectively; they generate governing capacity and governance knowledge that Europe should intentionally incorporate into policy design through a revised multilevel governance architecture.
