The Cities Mission functioned as a natural experiment that revealed an overlooked property of European governance: cities do not merely implement policy more effectively; they generate governing capacity and governance knowledge that Europe should intentionally incorporate into policy design through a revised multilevel governance architecture.
The challenge for the next MFF is not to invent a new governance model, but to organise European decision-making around the governing capacity that already exists.
Housing must be made affordable while protecting the ecological systems on which we all depend. The EU could lead this transformation but it requires new ways of thinking about policy, governance, and action.
There is an anticipated challenge in housing that few are talking about yet. The conventional tool that cities have always had to address housing crises — building more — will not be sufficient. How prepared are cities for this scenario? More importantly, how can cities address housing justice while also averting ecological and biodiversity crises from worsening?
Cities are no longer just drivers of climate action but must now transform themselves into leaders of collective action. As we shift from gradual low-carbonisation to rapid decarbonisation, cities must rethink their role, governance, and tools to address the climate crisis and foster coordinated efforts for sustainable change.

Material democracy develops ways to improve participation in the formulation and implementation of Finland’s environmental and energy policies, aiming to widen and open participation in a manner that also benefits policymaking and democracy. The project supports Ukrainian municipalities in their pursuit of climate neutrality amidst rebuilding efforts. Together with leading EU and Ukrainian partners, including city networks, research organisations and urban stakeholders, Demos Helsinki supports this project by providing arenas for sharing knowledge and testing new methods for engaging citizens and other stakeholders in these processes.

Drawing on three EU-funded research projects, we examine the tensions behind von der Leyen’s State of the Union address. Technological sovereignty risks deepening the dependencies it aims to reduce; climate resilience requires funding architecture that lets mitigation and adaptation reinforce each other; and Europe’s strength cannot be measured by economic indicators alone. A stronger Europe, we argue, depends less on ambition than on governance capable of delivering it.
