Take part in a Climate security policy game at the Nordic Pavilion during COP31
The Nordic region is becoming increasingly exposed to multiple transboundary climate risks which can compound on one another, leading to potentially catastrophic systemic failures. We are entering a world where choosing between climate action and security is not an option: acknowledging the systemic nature of transboundary climate risks is a prerequisite for a safer and more resilient Nordic region in the future.
We invite visitors to the Nordic Pavilion at COP31 to take part in a scenario-based policy game in which multiple risk profiles— supply chains, finance, geopolitics, public health, energy, migration, and the potential for increased extremism and terrorism— collide to create volatile, escalating situations. Participants decide how to respond in the short, medium and longterm, and how to collaborate across borders and sectors on crises that none of them can solve alone.
Designed specifically for Nordic and EU policymakers across climate adaptation, security, defense, and environment, this workshop offers a strategic opportunity to explore the climate-security nexus firsthand while testing early-stage scenario tools. The session offers a chance to experience the entangled nature of transboundary climate risks first-hand: to explore the relationship between climate and security, to test your own position, agency and readiness, and to identify blind spots in preparedness and collaboration.
This is a sample of the full policy game to be held on 21 January 2027 in Stockholm, designed for Nordic policymakers working across climate adaptation, security, defence and preparedness.

Climate-Proofing Nordic Security: Preparing for a post-1.5-degree world
Project
May 25, 2026
The Climate-Proofing Nordic Security project examines whether the region's whole-of-society security model is built for the climate reality now taking shape. Funded by the Nordic Climate and Air Programme (NKLP), the project combines climate-security risk mapping with a hands-on simulation exercise for decision-makers across Finland, Sweden, Norway, Denmark, and Iceland.

A…
