Demos Helsinki created a model for integrating experiments into the national policy-making process. The model is highlighted by the OECD (pp. 79-92) as one of the world’s key examples of systemic level innovations. The model was commissioned by the Finnish Prime Minister’s Office and it is used by Finnish ministries for conducting strategic experiments.

As a result of the project, Finland became the first country in the world to elevate experimentation to the highest political agenda, the government programme. The PMO established an experimental office which constitutes the central platform for supporting strategic experiments in the country.

The drafting process involved extensive research work and over 10 expert workshops with some hundreds participants. The government is currently running several experiments, including a basic income experiment.
